The budget has faced opposition from some House conservatives concerned about the deficit. The resolution requires Senate committees to find $4 billion in spending cuts over a decade to help offset $5 trillion in potential tax cuts. (Senate leaders have said that they set the low minimum number to allow for flexibility and that they plan to make more substantial spending cuts.)
Some House conservatives are also unhappy with a controversial change to accounting standards in the budget that would allow for the permanent extension of the 2017 tax cuts without taking any costs into account.
The House passed its own version of a budget blueprint in February. It allows for up to $4.8 trillion in tax cuts and spending increases, offset by $2 trillion in spending cuts. The changes would expire after 2034.
